The cartoon version of Harry is furious that Kyle has not given them enough attention, and he storms over to his house and starts wiping his blue todger against the window.

This is a reference to Harry's very detailed description of the time he got a frostbitten p-nis in his book Spare, but it's also reminiscent of the time Harry juggled balls by an identical window outside the California home for Meghan's 40th birthday video in 2021.
